Customer API Keys

Each key is locked to one Priority 1 customer ID. Customers send requests with no customer ID at all — this gateway injects it and strips carrier cost before responding.
Send customers to the API docs — branded, only the endpoints we can actually serve, and a built-in test console. Do not send them to Priority 1's docs.
